Why is the car racing around the circuit during tip speed accelerating?

Explain because the competition car racing around the circuit during the tip speed of 210km/h is essentially accelerating?

Acceleration is the rate of shift of quickness OR the shift of direction.

Something can be starting during tip speed though if it goes turn the corner, it is not gaining speed, though as it is becoming different citation it is accelerating.
