How to lease the car whilst on vacation in Philadelphia when I’m underage (24)?

It sucks which we have to be twenty-five to lease the car. Is there any way the let association will only let me lease the car during unchanging price? Im not profitable 0 to 0 for the let car for 5 days. Thats crazy. Is it tough to get around upon open transportation?
